Yes, the downside of crossbows is significantly reduced. I haven't studied the racial weapons enough to know if it's eliminated entirely. Same thing with spell memorization, the downside is slashed in BG3, so playing spontaneous caster appears to be sub-optimal. Of course, no one says you're forced to play optimally.
