I recommend either Silent Resolve or Hit and Run. SR works great with builds that focus on using Phasewalk a lot, such as builds with Hard to Get and Blackout. HaR works well with Inner Glow and Radiance, allowing you to healing more and cause more shock damage. Plus the melee bonus is nice for ending Phaswwalk.
Borderlands is a much simpler game than Borderlands 2 in many ways. You don't have the extended set of exploits and special cases that the later games provide. One "build" that I like is Tempest with a full brace of Eridian Thunder Storms. Phasewalk into the middle of a pack of baddos, lingering for maximum Radiance damage en route. The Borderlands Wiki says that with the right build Lilith has the highest DPS (Damage Per Second) than any other build.
