It would be as if the loot in a car trunk would respawn, which doesnt happen. You either selected the wrong mod or it's not active, there are several mods for the propane torch. One mod reduces the costs of all propane tasks to 10% but that mod doesn't affect dismantling vehicles, so that would still be broken. But the other mod sets the capacity of torches to 100, that's the one you should be using.
