Apparently (in Spiffo lore) that base is one where the military conducted experiments and tests on the virus. Patient zero is said to be there. No real loot, lots of zeds, not even many vehicle spawns though it has neat little hints and details to the story of the game.

If you check near the Rosewood in "Project Zomboid Map Project", there's a road lead to nowhere in middle of highway. But if you go there, you'll find that map is lying and dirt road that lead you somewhere. This may get you lost in the woods or get killed. I'll recommend bring many food, water, weapon ...I think there are 5 spots on the map that have those same barracks buildings and the one you mentioned was the only one to spawn loot, I checked both in my single player game and on my server. There's a military surplus store northwest of Rosewood that had a ton of military clothing (no backpacks or helmets when I went there).
