You should get a good gravity flow of fuel there unless your tractor has a lift pump.Don't worry much about the oil in the steering box, it is replenished by the pump. In fact, depending on the age of your 6610, it may not have a steering box, but an orbit motor. Change the filter, fill the reservoir, cycle the steering a couple times and refill the reservoir. Therefore I suggest to check hyd pressure on RH side of trans case. IIRC pressure should be in the 165-175 psi range.
