I'm in the Chapter 4 and nobody sell this pamphlet, and all the "Potent ones" (Potent Bitters, Potent Health Cure, Potent Horse Medicine, Potent Horse Stimulant, Potent Miracle Tonic, Potent Snake Oil) and Predator Bait one.

Just keep an eye on the wind direction and what direction your own scent moves. And use cover scent tonic too.
