Click Verify Integrity of Files. It will ask you to uninstall Game Guard. Click Yes. It is normal for this game. Don't ask me why. It just does this. Steam will validate and re-download the files that failed to validate. It will also re-install Game Guard. Should work after that. Until it happens again, and you need to Validate the files again.
