The driveshaft always turns but you should be able connect and disconnect power to rear wheels using the 4x4 switch. If the rear wheels always have power the ECC may be permanently stuck and need replacing. .More so if you have the 42RLE trans. The extra gear reduction keeps the engine revs up (better cooling) while reducing the load on the engine.
