Dual wield builds arent really considered bad, but they are more often than not, less optimal than two handers, feat dependant, stat hungry and gear dependant where other builds usually work better with less. Dual wield ranged xbows is considered better than longbow by many.
You need a feat to dual wield them. Both weapons have to light to dual wield. Drop a feat into Dual Wielder to allow this rule to be broken, then you can DW rapiers to your hearts content. 5e wanted Rapier to be a one handed fencer style while scimitars or short swords were the goto for finesse dual wielding.
