Sometimes there are some people on classified and DOTN, but it's still pretty dead. Don't know about Xbox though, I've only been playing on PS and PC. For BO3, it's all about Shadow, Der Eisendrache, Kino and Origins. The others are being played too but you'll need to wait some time.
