The best build I have for the pepper shaker so far is PA, Low Health. I use the Bloodied/vats hit chance one, but FFR would probably be better. Run at least adrenal reaction and speed demon. For the mods, Hex barrel, gunner sight, laser mag. Use one rank each of all heavy and shotgun cards, plus scattershot 3, Lock and Load 3 and skeet shooter 3.

I tested the crusader pistol with fusion reciever and war glaive with the plasma blade and neither were affected by it so I'm guessing if the base weapon isn't affected then that won't change with mods.
