BSG is apparently trying to extend the early game as much as possible, and increasing boss spawns this early (little over ONE WEEK) into wipe would actively hinder that. The most common locations seem to be the new expansion areas but I have seen Tagilla at basically every location in the map. He also likes to hide and set ambushes, so you quite literally have to scour the entire map for him sometimes.

You don't find Tagilla. He finds you. He only has a spawn chance of 18%, when I was hunting him it took me north of 100 raids to find him for the first time. I was lucky to actually kill him that time cause another 100 would have been upsettin. Night makes no difference on his spawn chance to my knowledge.

Keep hugging walls, containers, any object that can block vision. Aggro him and shoot him every time you can and run back to corners (try to escape the line of sight).
