As far as I've heard this isn't anything twitch decided, there is something is googles code that doesn't see the tab as active ore something. It should work with other browsers from what I've been told. I'm sure this is just browsers that are based on Google's code. I'm pretty sure that muted rule only applies to people watching on google chrome.
