Anyways the problem is getting the fps to be consistent, the fps even goes beyond 60 but after 10 20 min it become crazy and even drop to 20. When I restart it become fine again. I don't think my stuff is optimized, it would be ideal actually if it is however I have no idea how. xD

Only NTSC version will work @60 FPs since pal is limited @50fps. use latest svn, enable all recommended speedhacks including MTVU hack. Set speedhack EE cycle rate to 1 to begin with, maybe 2 if it's not enough. Avoid vu cycle stealing as much as possible, you can try to set it to 1 as a last resort if it still doesn't bring you what you want.
