New cars and items will only spawn in cells you haven't entered yet (or if you have loot respawn on, new items will spawn then.) Now, it looks like for build 26, something has been done to prevent clients from keeping their character data, despite the server being reset to defaults.Soft reset is not recommended as it does not work properly at the moment.
