It seems that in the 10 or so years of this game being out, no one has found a solution to fixing a specific quest bug for under Saarthal without reloading from a prior save. Having ran into this bug more than a few times now, I was tired of accepting that answer so I looked into a solution. The bug being--0 1. Sounds like the script is messed up. You can leave Saarthal and wait in another hold other than Winterhold for 30 days and see if that resets the area and allows the script to work.
