The part I was missing is that VXUS historical tracking was only showing the past ~10 years, where ex-US has been underperforming, giving a bad reputation to international stocks as a whole. What convinced me: (1.) Looking back further than 10 years, there have been times when ex-US outperforms US [not shown in VXUS history] (2.)The U.S. is a single country. No single country consistently outperforms all the others in the world.
